OF THE GENERAL ASSEMBLY OF YEAR 1905 About 75 of Them Apply to Entire State, Major Portion of the Balance Being Creation ' of School Districts, Changing of County Lines and Amendments to Town Charters In Three Cases Duplicate Bills Were Passed and Became Laws Less Than a Third of Bills Introduced Survived, I The recent cession of the General Vssembly enacted 541 bills which be-iame be-iame be-iame law3. One thousand and thirty ivere introduced in the lower house ilono and 711 in the Senate. The Legislature of 1903 passed 601 .bills which became Jaws, and that of 1901 passed 497. Only one bill was vetoed, that increasing increasing the Governor's salary, and no effort was made to pass the measure Dver the Governor's disapproval.. A number of bills became laws without the Governor's signature, the most notable being the bill regulating the practice of veterinary surgery. About 75 bills were general in their nature, the remainder being devoted to changing changing county lines, creating school districts districts and amending town charters. About ten members in the House practically practically controlled the legislation in that body. The proportion of legislative ability in the Senate was somewhat higher. The State invested $1,306.45 in an investigation investigation of insurance conditions in Tennessee and the Legislature passed one of the several bills recommended by the committee the anti-compact anti-compact anti-compact bill. But this was even a better result than that accruing from the investment of $983.85 in a telephone investigation. Among the largo counties, Memphis, Nashville and Chattanooga got , their share of legislation, but Knox County's County's representatives were less favored, the right hand of fellowship never being being extended to those who entered the Assembly labeled as independents. In the matter of tabling and reconsidering reconsidering bills the Legislature Just ended ended probably broke all previous records. The first bill to become a law was that Incorporating "Watertown, which Was signed Feb. A. - The first bill signed by John I. Cox as Governor was that reorganizing the Circuit Courts of Shelby County. One hundred and one of the acts bear the signature of Gov. Frazler, the last one being dated March 27. The law authorizing the formation of the Mountain City & Roan's Creek Turnpike Company has no caption and bears a note stating that it creates a private corporation and is admittedly unconstitutional. It was signed by Gov. Frazler through mistake. Chapters 5 and 15, changing the time of holding Circuit Court In Carter County are word for word identical. One was Senate bill Ni.o 3 and the other House bill No. 15. Duplicate bills were also passed and became laws changing the corporate limits of McMinnville. Duplicate bills were also passed amending the charter of Newbern. Chapter 33 provides a lawful fence for Roane County . and makes it un; lawful for sheep, goats, swine and geese to run at large, providing a fine of to to $10 for a violation of the pro visions of the act. Chapter 97 makes !t unlawful for owners of goats, sheep, swine and geese to run at large in Roane County, and provides a fine of $5 to $50. Jackson and Putnam Counties cer tainly come in for their share of legis lative action on their dividing line, no less than six bills becoming laws which made such changes. Several of the bills becoming laws neglect to state in the final clause the "public welfare requiring it," and one providing for a $100,000 bond issue by Shelby County to raise turnpikes north and south of Memphis does not contain the customary final clause referring to when It is to take effect at all. One notable thing about the Acts of 1905 is the fnct that a. great many were In type by the time of the close of the session, Secretary of State Morton Morton and Chief Clork Hallum V.
