6B -TUESDAY, OCTOBER 16, 2012 LOCAL NEWS THE TENNESSEAN Group says Desjarlais broke ethics code against sexual contact between a physician and a patient is well established and is embodied in the oath taken by all physicians," the board says in its ethics code. "The physician is the one who must recognize and set the boundaries between the care and compassion appropriate to medical treatment and the emotional responses which may lead to sexual misconduct." Contact Chas Sisk at 615-259-8283 or csisktennessean.com. Desjarlais is licensed as a general practitioner until Feb. 28, 2014. Records maintained by the Department of Health show no disciplinary actions against the Republican congressman, who has been licensed to practice medicine in Tennessee since 1993.

Complaints are kept confidential unless a practitioner is disciplined. A spokeswoman for the Department of Health declined to comment on CREW's filing. Desjarlais confirmed that he had been involved in a relationship with a woman he had briefly treated for a foot injury. In his letter to supporters, Desjarlais said the relationship was "completely mutual," and in the conversation recorded a decade ago, he repeatedly asks the woman to confirm that he did not ask her out first. CREW noted that the State Board of Medical Examiners makes no distinctions over who initiates the relationship.

"That Dr. Desjarlais was married at the time of the relationship and urged this woman to have an abortion if pregnant simply adds to the out-rageousness of his conduct and indicates serious disciplinary action is required to protect the public." A spokesman for Desjarlais declined to comment on the complaint. Green roofs save money, too ROOF FROM 1B structures don't typically occupy enough square footage to justify the added expense of a green-roof system, though for larger multifamily properties it may be an option.

There also is a leadership component to investing in green roofs, particularly for government. To encourage the use of these systems in the private sector to combat stormwater runoff and to regulate them appropriately cities must lead by example. Sudbrock installed a green roof last summer at McCabe Community Center in the Sylvan Park neighborhood and this year put in a system on the roof of city hall in Chattanooga. "People come to it for the aesthetics, but as they dig deeper they realize there's a lot of great benefits," Sudbrock said. Nashville, meanwhile, is boasting greenery on 28 percent of the 14.5-acre roof on the new Music City Center.

In Franklin, the police department has a system. Brad Wilson, facilities project manager for Franklin, has compared the energy bills for the building to similar structures and said the roof cuts the costs to nearly one-third. Every one of those green roofs, Galbreath said, helps to mainstream the practice. "What the city's doing is they're progressively taking on the pioneering risk before they require other people to do it," Galbreath said. Contact Josh Adams at 615-771-5417 or jadamstennessean.
