American Exchange (Con't from Page 27) WASHINGTON (UPI) Presidential aide Margaret (Midge) Costanza was bumped from a morning television show yesterday under a new policy requiring senior staff members to get prior approval by White House image-maker Gerald Rafshoon.

Ms. Costanza said afterward she was unaware of the policy, having missed a staff meeting two weeks ago when it was spelled out verbally by President Carter's top aide, Hamilton Jordan. HER TIME slot on ABC's Good Morning America, was filled by Stuart Eizenstat, the president's domestic affairs adviser, who was on anyway for his own previously scheduled appearance. decided to let Stu tell the administration story," Rafshoon said when asked about his decision to cancel Ms. Costanza's appearance.

"He does it so well. Two people from White House would have been overkill." ABC's George Merlis, senior producer of the program, telephoned UPI to emphasize that while the White House withdrew Ms. Costanza, it was the network's idea to let Eizenstat fill in for her. "THEY DID not say put Eizenstat on," Merlis said. "I don't want anyone to think they dictate to us.

They were gracious enough -enough to give us Eizenstat for the second segment." Rafshoon said his aim, as the White House consultant on television and other public appearances by the staff and Cabinet members, is "better coordination and communication with the public to get as much mileage as possible. We're not telling them what to Ms. Costanza, one of the more outspoken of the president's staff, said in an interviews she but that agreed six Rafshoon weeks called ago to her go on the early Monday evening to cancel the appearance. QUOTED Rafshoon as saying: "Midge, I understand you're going to be on the David Hartman show. Didn't you know that I issued a directive that all White House senior staff appearances have to be coordinated through my office?" She said she told Rafshoon, "I didn't get the message and I will not call David Hartmann at this late hour," and suggested Rafshoon make the call.

FRANKLIN, The Williamson County Court's budget committee, frustrated by a taxpay. ers' revolt which threatens to end school bus service, decided last night to make no recommendations to magistrates meeting Monday. Committee Chairman J.C.

Anderson Jr. said he believes the $18.3 million county budget rejected by the court last week was the best ever prepared for the county. ANDERSON WAS openly exasperated with the court's failure to adopt the document. "What'll be done next Monday night is anybody's guess," Anderson U.S. Envoy to South Korea Presents Credentials to President Chung-hee SEOUL (AP) William H.

Gleysteen presented his credentials to President Park Chunghee yesterday, succeeding Richard Sneider as U.S. ambassador to South Korea. ing presented last night a tentative U.S. school board budget of $9,181,961, including a pay raise for schools personnel but no funds for a transportation program. THE BUDGET figure was based on the school system's $1.47 share of last year's tax rate.

Fleming said it would take about $10,291,000 and a tax share of $1.79 to retain the school bus service and still provide teachers and other employees with the raise. In a stormy 10-hour session last week, the county court set a $2.82 overall tax rate, but did adopt a budget document. The rate was left essentially the same as that of 1977- 78, $2.55, except for adding 27 cents FOR LEASE OFFICE WAREHOUSE 6,630 or 13,260 sq. ft. FRANK L.
