Services for Richard Wayne Cobb, 36, of Greenbrier, victim of a motorcycle accident Saturday night, will be at 3 30 p.m. today at Associated Chapel here. Burial will be in Greenwood Cemetery, Adair-ville, Xy.

Cobb, a welder, was killed when his motorcycle collided with a car on U.S. 431 North near Springfield, officials said. Survivors include two sons, James Richard and William Allen Cobb, Hen-dersonville; a daughter, Christy Jane Cobb, Springfield, and his parents, Mr. and Mrs. Richard L.

Richard Cobb, 36, of Greenbrier, died Saturday when his motorcycle collided with a car on U.S. 431 in Robertson County.

Terry Mathis, 33, of Centerville, was killed Friday night when the car in which he was riding left Dodd Hollow Road and struck a tree, five miles north of Centerville. Daniel Still, 31, of Pleasant Shade, died in a three-car accident Friday night on Highway 25, eight miles north of Carthage. RANDY SHANKS, 22, of Hampton, was killed Friday, night when his car overturned on U.S. 421, two miles north of Mountain City. A Morrison, Tenn.

man was killed in a one-car accident on Highway 108 early yesterday, bringing Tennessee's traffic fatality toll for the weekend to seven. Authorities said Daniel Thaxton, 25, lost control of his car on a curve about 1:20 a.m. yesterday. The accident occurred two miles south of McMinnville, Tenn. According to the Highway Patrol, at least six other persons lost their lives on Tennessee roads over the weekend.

Lester Green, 38, of Chattanooga, died when he lost control of his car and hit a tree in Chattanooga Saturday, police said. Services tomorrow Eldon Hatcher Dies Here at 70 Eldon Harris Hatcher 70, retired executive vice president of Washington Manufacturing Co, died yesterday at his home, 1817Stratford after an apparent heart attack. Services will be at 10 a.m. tomorrow at Phillips-Robinson Funeral Home. Burial will be in Spring Hill Cemetery. Hatcher, who worked for Washington Manufacturing for 50 years, retired in 1976.

He served on the board of directors for Washington Industries, National Stores Capital City Realty Old Hickory Insurance Phillips and Buttorff Retail and William R. Moore Co. He was a member of the Elks Club, a charter member of Cedar Creek Country Club and a mem ber of Chapel Avenue Church of Christ. A native of Dickson. Hatcher was the son of Alfred Earl and Emma Tnpplett Hatcher.

Survivors include his widow, Mrs. Inez Graham Hatcher; two daughters, Mrs. Betty Little and Mrs. Kathy Swindle; a son, i Eldon H. Hatcher all of Nashville, and nine grandchildren.

Mrs. Alma Blakemore Of Liberty, died Saturday August 12, 1978. A descen-dent of Pioneer Tennessee Families, she was born in Wayne County, Tenn. in 1889, the daughter of Dr. Henri Blakemore, a Civil War surgeon, and Ada Berry Blakemore.

The youngster, who had been enrolled at the day care center about three months when the accident occurred, was placing toys on the fireplace mantle when she lost her balance and pulled the large slab of concrete on top of her. The suit claims the owners of the center failed to supervise the child properly "by allowing her to climb on boxes or crates when they knew or should have known that such was dangerous." THE SUIT, filed by attorney Jack Butler, also alleges the owners of the center "breached their duty by failing to properly inspect and maintain their premises so as to keep them in a safe condition, allowing them to remain in an inadequate, dangerous and hazardous condition." One week after the Batey child was killed, a similar incident occurred in Woodbine when a fireplace mantle collapsed on Linda Gail' Hicks, 4, daughter of Mrs. Connie Hicks of 2304 Kline as she played at her home. The child died in Metro General Hospital from head injuries several weeks after the accident without regaining consciousness.

Services Tomorrow For Mrs. Mabel Houston Services for Mrs. Mabel Cooke Houston, 76, a retired employee of the State Department ot Human Services, will be at 11 a.m. tomorrow at Trinity Presbyterian Church. Mrs.

Houston donated her body to the Vanderbilt University School of Medicine. She died Thursday in Miller Hospital after a three-month illness. A native of Bowling Green, she was the daughter of John Giles and Minnie Helper Cooke. She was educated at the old Belmont School and Hume-Fogg High School. Mrs.

Houston retired in 1966 afte being with the state for more than 15 yeas. She did volunteer work for the Red Cross. Survivors include three sons, Ralph D. Houston, Harriman, Julian Houston, Liberty, and Roy M. Houston, Nashville; a stepson, Richard M.

Houston, St. Louis, and 12 grandchildren. In lieu of flowers, contributions may be made to the Martha O'Bryan Community Center, 711 S. Seventh St. The mother of a girl killed last year when a fireplace mantle inside an East Nashville day care center collapsed has filed suit against the owners of the center.

He earns an average income, but lives over his head. Chances are he's never committed another crime. Last year, however, his crime, say federal commerce officials, cost the American retailer $1.4 billion.

"JOHN IS THE epitome of the bad-check passer," said check-fraud expert Robert Baer. "His crime is committed 300,000 times a day. His rubber checks average $32 each, yet a supermarket he's ripped off must sell nearly $1,500 worth of merchandise to recoup the loss." Baer, president of Telecheck Services a Hawaii-based national check-fraud detection firm, said inflation, a depressed economy and increased use of personal checks have compounded bad-check crimes at a rate of 15 a year. He estimated that by 1980, bad checks will cost retailers more than $4 billion a year. On a tour through the Midwest to drum up new business, Baer said he doubts retailers will stop accepting checks entirely.

"IT'S CHEAPER for a retailer to accept checks than credit cards," he said. "With checks, the retailer gets his money immediately. With credit, he doesn't get it as fast. It's cheaper to process personal checks, as well. "Besides, companies like mine will insure the longevity of checks because we've been very successful." Baer said Telecheck is only one of about 100 services in the United States that retailers can use to learn of a customer's check-cashing history.

Clients, by dialing a phone number in dozens of cities nationally, can know within a minute whether to accept a check. HE SAID HIS company alone processed $10.1 million worth of bad checks last year, and that this year the figure will be up 20.
