Hooks, executive director of the National Association for the Advancement of Colored People, said the unemployment rate among blacks is twice that of whites. "There's only one basic answer I can give for that," Hooks said in an interview Saturday.

Farmers Kltefl Motorists Face 1-40 Disruption Nashville motorists could face serious traffic -problems later this year when the most heavily -traveled stretch of interstate in Tennessee is -jwidened. A one-mile section of Interstate 40 just east of downtown Nashville, from west of the Fairview Drive entrance ramp to Fesslers Lane, will be widened beginning in July. THE PROJECT WILL require about six 'months and will force the closing of some lanes of intermittently during that time. "We'll have to close some lanes and redirect traffic," said Paulette Hazel, information officer for the State Department of Transportation. 'When the time comes, we'll ask people to take another route." The average daily number of cars traveling that section of 1-40 is 110.890.

"AS MUCH AS POSSIBLE we'll ask the contractor not to work over into the rush hour, sometimes that can't be helped," Ms. Hazel She added that motorists' only alternative will 'be to take other routes, such as Lebanon Road and Lafayette Street. The 1-40 project will add another lane on each side of the interstate for that one-mile stretch. It also will add an extra lane to the Fesslers Lane exit. The cost of the project will be $1,975,930.

MOTORISTS ALSO MAY be slowed during resurfacing and guard rail repair on an eight-; mile stretch of 1-24. from Old Hickory Boulevard to Stewart's Creek Bridge, beginning also in -July. Traffic will be maintained during the repair, tvhich is expected to end by fall. But one lane in each direction will be closed and some delays "-will occur, especially during rush hour. The cost -of that project will be $2,137,000.

A third summer project, also to start in July, is resurfacing of more than three miles of Nolens- Road, from the Tennessee State Fairgrounds to the railroad overhead bridge.
