Rules, Confirmations, Public Elections and Aviation: Tandy Wilson, chairman; Paul Blankenship; Elmer Disspayne; Charles Fentress; Charles French; William Higgins; and Leon Ruben. 3 Changes In Council's Committees There are only three changes in the membership of Metro Council's standing committees, according to new lists released yesterday by Vice Mayor David Scobey. New chairmen were named for each of the council's 13 committees, however. THE ONLY changes include the transfer of Councilman Ludye Wallace to the Budget and Finance Committee. He will replace Councilman Bill McPherson who is being moved to the Health, Hospitals and Welfare Committee.

Councilman Billy Spain was added to the Personnel, Public Information, Human Relations, and Housing Committee. Scobey has said appointments will be official after a list of the committees' members are presented to the council Tuesday. THE VICE mayor also reappointed members to two special council committees, the Charter Revision Committee and the Community Development Committee. VU's Coniglio Award Winner Vanderbilt biochemistry Professor John G. Coniglio was named recipient of the university's Thomas Jefferson Award yesterday by Chancellor Alexander Heard. Heard announced the award given annually since 1967 to the professor who offers distinguished service through extraordinary contributions in the councils and government of the university at the first meeting of the Faculty Assembly which begins each academic year.

THE WINNER IS named by the chancellor following recommendations from the consultative committee of the Faculty Senate and president. Dr. Coniglio will learn of the award by message that is being sent to Rio de Janeiro, where is attending the 11th International Congress on Nutrition and presenting a paper. He has published many papers on nutrition. Coniglio has served two terms in the Faculty Senate, has been president of Vanderbilt's Sigma Xi chapter, and has been a member of the Graduate Faculty Council and its executive committee.

Lee David, 86, Composer, Dies NEW YORK (UPI) Composer Lee David, who wrote music for the Ziegfield Follies and for the Broadway stage, died yesterday of cancer at Brooklyn Jewish Hospital. David, 86, collaborated with impresario Billy Rose often, producing songs for Rose's wife, Fanny Brice, notably The Fool, one of her most memorable Follies numbers. TOGETHER, THEY also one biggest selling songs of 1927, Tonight You Belong to Me. One of David's bestknown songs was Sipping Cider through a Straw. David's Broadway stage scores included A Night in Venice starring Ted Healey and Broadway Nights featuring nightclub singer Texas, Guinan.

Mrs. Carolyn White MURFREESBOROSer Yices for Carolyn O'Brien White, 56, of Murfreesboro, will be at 10 a.m. today at Woodfin Memorial Chapel. Burial will be in Roselawn Memorial Gardens. Mrs.

White died Wednesday night at her home. He was the son of the late Theodore McCracken and Nan Caldwell Hereford. He was an elder Kelso Cumberland Presbyterian a director of Citizens Home Mutual Insurance Co. of Fayetteville, and a retired Vice-president and Director of the Peoples Band of Kelso. In 1971, Mr. Hereford was appointed a Kentucky Colonel.
