Lamar Alexander's $1.2 billion road program would open an interstate corridor into the Great Smoky Mountains National Park's south edge, where Alexander controls 991 acres of potential development land. The corridor development would bring a four-lane interstate within seven miles of the governor's property. This highway Related story on IB would connect with a four-lane road running to within 2.7 miles of the Alexander property. It would provide a closer, quicker alternative to Gatlinburg, Tena, for tourists from west of Knoxville. The governor said it is "preposterous" to connect the road plans with his ownership of the land, which he insists will not be developed commercially.

"I just don't do business that way," he said. Alexander bought the land for $661,000 within a year of bis 1978 election. Records show it was recorded in the name of a Nashville lawyer as trustee. Alexander has noted the land interest on financial disclosure forms since 1979 but has not identified any partners. The exact location of the land, and the fact that the trustee represented Alexander in the purchase, did not become apparent on Blount County public records until early last year with the filing of new documents.

The governor said in an interview that he owns the land in partnership with five other men whose names do not appear on the property records or disclosure forms. He said his interest is slightly more than 50. "I bought it to keep it he said of the scenic mountain land. "If I wanted a crowd I could go somewhere else." Responding to questions, the governor acknowledged that he and bis partners employed a prominent Atlanta resort development consultant within the past year. He said the consultant, after a study that included aerial surveys, recommended a number of possible uses for the property, ranging from building "a large number of cabin sites" to leaving it intact "We decided to do nothing," Alexander said, adding that there have been discussions of deeding some of the property to the Nature Conservancy.

Those discussions were with Patrick Noonan, an official with the National Park Service. Asked why the names of the partners had not been disclosed, Alexander said: "I told anybody who asked." He identified the original partners as: Samuell (Sandy) Beall in, a longtime friend, a neighbor and founder of the Ruby Tuesday restaurant chain.
