(AP) The Kentucky Racing Commission voted unanimously yesterday to hold a show-cause hearing Aug. 19 to pull the license of Dueling Grounds race track because of financial instability- The action resulted from the discovery in a June financial statement that $1.99 million was missing from the horsemen's purse account The troubled Franklin race track already has more than $12 million in debts. When the track is scheduled to begin live racing on Sept 8, there is supposed to be $2 million in the horsemen's purse account The account is generated from license," Taylor said.

While no names were given of prospective buyers, KRC executive director Bernie Hettel said he has talked to attorneys and is optimistic about a possible new investor or owner of the track In the near future. Hettel said he believes the track will stave off the threat of losing its license and racing dates. "There have been two payments of $1 million each to keep the deal alive," Hettel said. "These were non-refundable, so that leads me to be optimistic that a deal can be worked out" whole-card simulcasting and inter-track wagering. Eight percent of the total handle from ITW is earmarked to go into the horsemen's purse account for live racing, and more than 4 of the total handle from the whole-card simulcasting is supposed to go into the horsemen's purse account The money has apparently been used instead to operate the track, which is against racing commission regulations, KRC chairman Richard Taylor said.

"I want to get some regulations passed, but you have to show finan- ployees and increased patient charges as reasons to oppose the deal. The lease the council approved addresses some of the opponents' concerns. It requires Fort Sanders to keep all employees except the chief operating, chief executive and chief financial officers and not lower their pay; complete the planned $23 million hospital expansion; and make an additional $10 million in hospital capital improvements. The proposal also states that Fort Sanders must maintain current policies related to indigent care, said Josh Nemzoff, a Nashville-based hospital merger consultant hired by the city of natures. If opponents collect the required number of signatures, the city will have to schedule a referendum within a year, allowing voters to reject leasing the city-owned, nonprofit hospital to Fort Sanders Health System of Knox-ville.

Fort Sanders proposes to pay the city a base of $112.9 million for the hospital, money that city leaders have been planning to use to meet various community needs. Opponents of leasing the hospital began circulating the petition July 9 when the council voted to approve a 40-year lease. City officials here will begin examining 4,726 signatures collected on a petition that could force a referendum on the long-term lease proposal of Cookeville General Hospital Friends of the Hospital, a group organized to try to maintain its local control, collected the signatures and turned them over yesterday afternoon to City Clerk Bob McCawley for verification. The city has 20 days to verify that at least 2,554 of the signatures belong to registered Cookeville voters, McCawley said.
