Those questions are still on the table as Congress returns from a three-week recess. But the Legal Aid Society of Middle Tennessee, which provides free assistance to people with civil legal problems in 14 counties, is attempting to ensure its own survival. "There are many people in our community who find themselves faced with problems they cannot handle without legal assistance, and many of them cannot afford legal help," said Aubrey Harwell Jr, the Nashville lawyer leading the drive. He was active in the Tennessee Real Estate Commission and was an auctioneer and a longtime member of the Methodist Church. His other interests included antique dealing and yard sales. Mr. Burger moved to Murfreesboro following the death of his wife. Survivors include four daughters, Mary Michaels of Orlando, Sarah Bryan of Fayetteville, Betty Allen of Atlanta, and Paulette Holly of Nashville; a son, Ken Burger of Murfreesboro; a sister, Beu-lah Sherrill of Manchester; 13 grandchildren; and nine greatgrandchildren.

In lieu of flowers, the family has asked that memorial gifts be sent to Middle Tennessee Medical Funeral services for Paul Lester Burger of Betty Ford Road in Murfreesboro, a retired Arnold Engineering Development Center employee, are scheduled for 2 p.m. tomorrow at Gilmore Funeral Home in Manchester, Tenn. Visitation will precede the service there at 1 p.m. Mr. Burger died Friday of heart disease at Middle Tennessee Medical Center in Murfreesboro.

He was 85. A longtime Manchester resident, Mr. Burger married his wife of 53 years, Sue Mary Farris, in 1933. She preceded him in death in April 1986. During World War II, Mr.

Burger worked for the Oak Ridge Atomic Energy Commission and later became a conservation officer in East Tennessee before returning to the L- If i REED, Johnny Sr. Age 40 years. March 1, 1996. Mr. Reed was preceded in death by his brother, Tony Lee Reed.
